The 531 policy is a demand-side policy change that significantly reduces the FiT levels for solar PV adopters and imposes limits on the installation quota. This policy directly restricted the market size and discouraged potential adopters from adopting solar systems.
The findings indicate that solar firms with positive R&D changes increased their R&D expenditure as a result of the 531 policy compared to their matched control group. Conversely, solar firms with negative R&D changes reduced their R&D expenditure in response to the 531 policy compared to their matched control group.

Meanwhile, this study underscores that a proactive R&D response, characterized by increased R&D investments in the face of policy shocks, can yield improved performance for firms.
