A review of the 9th Five-Year National Socio-Economic Development Plan, 2021–2025 and the energy and renewable energy plans reveals a nearly singular focus on electricity (Government of Lao PDR, 2011; MEM, 2021).

Lao PDR is entirely dependent on imported liquid fossil fuels, primarily from Thailand. Petroleum imports and derivatives represented 30% of 2015 Lao PDR total energy consumption and are estimated to rise to 37% in 2025, more than twice the proportion of electricity at 13% in 2015 and 20% in 2025, respectively.
